Nakibae was the Secretary for the Environment when the position was first established in 1991, it was 1990 when Foreign Affairs initiated the first warnings about global warming. He stands on the disappearing islet of Aberairang, and says, 'here the sea and the land are in competition and the mangroves are in the middle, in the coastal areas the ecosystems are suffering but the islet of Aberairang is the model I watch for what is happening'.
